Not even the Khajiit know who truly rules Elsweyr. There are many factions that think the province is theirs.
The Anequina Council of the North is a group of leaders of the various tribes that have banded together in an effort to defend their homeland. These tribes are nomadic, and roam the deserts and the lands near the northern border, though they stay away from Rimmen.
They see the Empire as invaders, and frequently clash with the Bosmer, who attack from the West.
The Pellitine Ochlocracy of the southern jungles and flood plains answer to their Clan Mothers. The Clan Mothers are an elusive bunch, they rule through deception and subterfuge. The Pellitine oversee the growth of the sugarcane and refinment into Moon Sugar.
This process is kept secret by the Clan Mothers, only them and their assitants know the exact refinement procedure. The Clan Mothers do not mind the Imperial presence, or the activities taking place along the Nibenay, as the smugglers help them move more Skooma.
The Mane is a special form of Khajiit, and as far as we know there has only been one at any given time. He governs Elsweyr from Torval in the Southwest. Up until recently the Anequina Council and the Pellitine had fought vicious battles, so he made a deal that the ruling body of Elsweyr would be determined by the phases of the moons.
The Pellitine rule when Masser is waning, and the Anequina rule when Secunda is waning. This formed the basis of the Elsweyr Confederacy.
The Imperials run a few forts up in the North, and pretty much own Rimmen altogether, as the Khajiit seem to be afraid of the area. Lastly, each major city has a King, and his own group of Cathey-Raht Guardsmen. They determine the laws that affect their city, but have no power outside that.
