Journey to Elsweyr, hailing province of the Khajiit. Home to lands as varied as lush jungles and arid desert alike. A traveller from Cyrodiil will at first assume that this is a land of barbarians, as that is the first thing you will notice in the No-Quin-Al Desert in the North. Nomadic tribes of cats on four and two legs roam in prides.
As you go south, sand turns to grass, and the lush jungles of the Tojay Jaguar Men spring to life. In these fertile lands the moons shine brightly, and their light is captured in the Topal Sea, where the moons again bring the water to the Khajiit with the tide. This is what gives the sugar it's sweetness, but do not be fooled by the Empire...the sweets are not dangerous. In fact the Khajiit use it in everything: candies, sweet meats, even cakes. No it is not dangerous to partake of the moon sugar, but that cannot be said of Skooma. Those who have enjoyed it rarely come back. It's potency is that of moon sugar combined with potent toxins found in the Tenmar, and sometimes from other areas of Tamriel.
These exotic wares have attracted many travelers to the eastern border, where they can be bought and taken up the Nibenay directly to the heart of the Empire, and sold at outrageous prices. Indeed the native Khajiit are always worried about outsiders in their homeland. The Dark Elves and their allies come to take entire litters to work in slave camps. The Empire threatens from the North, occasionally taking a bit of Elsweyr as their own. The Altmer in the Southeast look upon the Khajiit with even more disdain than they have for the Bosmer, who themselves occasionally attack from Valenwood in great numbers.
The moons are of particular importance to the Khajiit for a number of reasons. Their phases determine what of up to twenty, or perhaps more forms that a Khajiit will take upon birth. These forms can range from an ordinary housecat to a gigantic battle tiger that the Khajiit have been sighted using as mounts. The phases of the moon also determine who holds political power, a deal brokered by the Mane to stop the wars of the past, forming the Confederacy. The Mane is a neutral character that has been elevated as a leader. He is treated with reverence at all times, both because of his wisdom and because there is only ever one Mane at a time. Then there is the Moon Sugar, the chief export of Elsweyr. Yes, the moons are extremely important to the Khajiit, if not for the moons they would not have spiritual guidance and there would be nothing to stop the battles from continuing.
The entire area is under heavy pressure from within and without, and the one reed the Khajiit have to lean on is about to break.
